Municipality of Emmen is one of the largest municipalities in the Netherlands with more than 109,000 residents. Emmen municipality has 1,500 workstations and an IT department of 100 employees. They provide IT to external public partners.

The municipality needed to establish a number of framework agreements for the purchase of certain IT components in order to facilitate and accelerate the purchasing process. Having a framework agreement per service provides the municipality of Emmen with a more efficient procurement process with cost savings as a result. The regular discussions during the annual audits (accounting) are all in the past, because deals are always made within the coordinated framework agreements.

METRI supported the municipality of Emmen in defining the scope and procurement strategy. From the strategy, the requirements were described and the benefits of establishing framework agreements for three IT services were determined.

Consequentially, three separate procurement processes were initiated for framework agreements concerning workplace hardware, infrastructure hardware and network components. Two tenders have been put in the market as restricted tenders and one as a public tender. METRI has supported these three tender processes; from compiling the tender documents, including determining the selection/award criteria and weighting factors, to guiding the proposal assessments and the consequent contracting of the suppliers.
